It's never quite explained, but I assume it's close to mind control. It's how vampires get their prey to be quiet and compliant, so I think it's fairly strong...but I'm playing it as being much weaker against people who have telepathy or other mental powers. Maybe it'd just be more like "power of suggestion" on people like her?
